Ms. Astghik Karamanukyan undertook the position of Head of the Financial Monitoring Center of the Central Bank of Armenia in September 2024. Ms. Karamanukyan is responsible for: the coordination of the performance of functions and authorities of the Financial Monitoring Center; the representation of the Financial Monitoring Center in relations with competent state authorities in the Republic of Armenia, international structures in the area of combating money laundering and terrorist financing and foreign financial intelligence units; serves ex-officio as secretary to the Interagency Committee on Combatting Money Laundering, Terrorist Financing and Proliferation Financing.

Prior to undertaking the position of the Head, Ms. Karamanukyan held various positions in the Financial Monitoring Center for 10+ years (within periods from 2006-2014 and 2020-2024).

Within the period 2014-2020, Ms. Karamanukyan worked at the Council of Europe MONEYVAL Committee as an administrator leading, inter alia, the process of mutual evaluations of the member-countries.

Ms. Karamanukyan is largely involved in the works of international and regional organizations in the field of anti-money laundering and combatting terrorist financing and is leading the Armenian delegation to the Council of Europe MONEYVAL Committee.

Within the period 2020-2024, Ms. Karamanukyan served as Regional Representative of the Europe II Region of the Egmont Group of Financial Intelligence Units and was member of the Egmont Group Committee.

Since December 2021 Ms. Karamanukyan has been elected as Vice-Chair of the Council of Europe MONEYVAL Committee.

Ms. Karamanukyan has participated in a number of assessments of the implementation of the principal anti-money laundering and combatting terrorist financing international standards conducted by the Council of Europe MONEYVAL Committee.

Ms. Karamanukyan graduated from the Law Faculty of the French University in Armenia in 2006.
