Tsovinar Barseghyan
Tsovinar Barseghyan is a strategic Human Resources, organizational development, and transformation leader with more than nine years of HR experience and nearly 15 years of broader professional experience across management, finance, and operations. She has worked across financial services and fintech, public administration, IT, healthcare, consulting, trade, manufacturing, and service industries.
She currently leads the Human Resources function at MOGO UCO and, as a member of the management team and a strategic partner to leadership, contributes to HR strategy, organizational development and transformation, workforce planning, talent and performance management, leadership development, and people analytics.
Previously, Tsovinar served as an Advisor to the Deputy Prime Minister of the Republic of Armenia and as Head of the Human Resources Department at the Ministry of Finance, coordinating public administration HR and institutional modernization reforms covering approximately 9,000 civil servants.
She also has a strong professional background in finance and accounting, having worked as a Chief Accountant and accounting consultant, and is a Certified Accountant qualified by the Ministry of Finance of the Republic of Armenia.
Tsovinar holds the SHRM Senior Certified Professional (SHRM-SCP) credential, is a participant in the Stanford LEAD program at Stanford Graduate School of Business, and graduated with honors from the Armenian State University of Economics. She is currently participating in the Leadership and Management Program / The Credential of Leadership and Management at the London School of Business Administration, has completed the AI Mastery Certificate Program, and has also participated in professional programs at AIHR and the Joint Vienna Institute. She is a member of the Armenian HR Association.
Tsovinar is also a lecturer, trainer, and consultant. Her professional interests include strategic HR management, organizational development and transformation, human capital management, leadership development, people analytics, the application of artificial intelligence in HR, and institutional effectiveness.
